Dawn Consultants develops a project-specific Commissioning Strategy establishing the overall commissioning philosophy and management framework for the project. The strategy defines roles, key deliverables, system interfaces, methodology, witnessing requirements, validation procedures, and reporting protocols.
The objective is to establish a clear and coordinated commissioning process from the outset, ensuring that requirements are understood by the wider project team and integrated into project delivery to secure a route through to successful handover.

Dawn Consultants undertakes structured commissioning reviews throughout the design and delivery stages to assess whether the design, specifications, systems and project requirements support an effective and achievable commissioning process.
Reviews consider commissioning requirements, system interfaces, controls integration, BMS requirements, access and maintainability, testing methodology, commissioning dependencies, witnessing requirements and the information required to demonstrate successful system performance.
Commissioning Programme
Dawn Consultants develops and manages a detailed Commissioning Programme aligned with the overall construction and project programme. The programme establishes the sequence and dependencies of commissioning activities and provides visibility of the route from installation completion through pre-commissioning, commissioning, witnessing, integrated testing, validation and handover.
It should consider system completion dates, commissioning durations, dependencies, controls integration, witnessing periods, demonstrations, integrated systems testing, seasonal commissioning where applicable, documentation and final handover requirements. The Commissioning Programme should operate as an active management tool throughout the project rather than simply a static programme.

Reporting & Technical Assurance
Dawn Consultants provides a structured reporting framework designed to give the project team clear visibility of commissioning progress and system readiness. Reporting should identify progress against programme, outstanding activities, commissioning actions, risks, constraints, witnessing status, validation status and issues that could affect completion or handover.
Our reporting philosophy is based on providing concise and meaningful information that enables the project team to understand the current commissioning position, identify emerging risks and make informed decisions.
Commissioning reporting should do more than record what has happened. Effective reporting should provide visibility of what is complete, what remains outstanding, where risks exist and what actions are required to maintain the route to successful completion.
Digital Commissioning Platform
IN DEVELOPMENT
Dawn Consultants is currently designing and developing its own digital commissioning management and reporting platform. The platform is being developed to improve how commissioning information is captured, monitored, managed and presented throughout the life of a project.
The objective is to provide project teams with a centralised reporting environment giving clearer visibility of commissioning progress, programme performance, outstanding actions, system status, witnessing, validation and overall commissioning readiness.
Note: The platform is currently in development and is not yet commercially available.
